About Us

We combine the passion with the practical: driving social sector change through a unique combination of community engagement, policy acumen, and strategic analysis.

Phillips Kupke Consulting is led by Principal Austin Kupke, an attorney with over 15 years of experience leading social impact initiatives. Prior roles include Academic Director and Assistant Rowing Coach for an NYC afterschool program, Public Defender in Boston, Workforce Development Coordinator in Boston, and Assistant General Counsel for the Legislative Budget Board in Texas. Through these experiences and more, Austin has developed broad but deep experience in public finance, program administration and evaluation, and authentic community engagement.

Past Projects

  • Assisting in the development and execution of over 20 letters of collaboration with Florida community-based organizations for a Medicaid-only health insurance plan in preparation for state Medicaid bid.

  • Strategic planning and policy development for the Texas Higher Education Coordinating Board’s Office of Student Financial Aid Programs

  • Participating in evaluation and re-envisioning of Nebraska’s child welfare system, including designing Theory of Change and Practice Model

  • Provided subject matter expertise on child welfare system and juvenile justice for health care project in North Carolina.

  • Advising legislators on budget riders to direct and monitor the use of ~$85.9 billion in federal COVID-19 funds allocated to Texas.

  • Conducted market analysis to assess business expansion opportunities for pediatric home care and private duty nursing providers. Met with Medicaid officials, providers, and regulators. Conducted research to gather additional intelligence to aid client in better understanding the Medicaid market and any impacts on future rates and the regulatory environment, which could be important factors in making future decisions related to growth and revenue for the company.
